NASA Taps University Lab to Develop New Solar Irradiance Sensor

NASA has selected the University of Colorado Boulder’s Laboratory for Atmospheric and Space Physics to develop a new solar sensor under an $18M contract.

The Total and Spectral Solar Irradiance Sensor-2 would continue the mission of the first TSIS, an existing space sensor designed to measure the sun’s radiation that reaches Earth, NASA said Monday. TSIS-1 launched in 2017.

TSIS-2 will consist of the Total Irradiance Monitor and the Spectral Irradiance Monitor, two instruments needed to study different aspects of solar energy. TIM equips researchers with a tool to study the Earth’s primary source of solar energy, and SIM works to detect solar variability regions on the planet and in its atmosphere.

Work under the sole-source contract will take place through August 6.

NIST, CISA Leaders Talk Cloud Security, Access Mgmt Needs for Telework Settings

Matthew Scholl, computer security division chief at the National Institute of Standards and Technology, said that agencies should assess user access and identity management controls as the government continues to implement telework, Nextgov reported Monday.

Scholl told attendees at a webinar hosted by Venable LLP that agencies must examine their use of trust algorithms and cryptographic management techniques as well as data loss prevention settings in a virtual private network.

He also cited the benefits of using zero-trust architectures and cloud computing for virtualization and network segmentation.

“We want to ensure that in these quick migrations that we’ve done, that we fully understand both the positives as well as some of the assumptions we’ve made about our security,” said Scholl.

“This is really the first time that everyone is sprinting in the same direction to really make a big change when it comes to cloud adoption,” noted Michael Duffy, director of the Cybersecurity and Infrastructure Security Agency during the event.

According to Scholl, agencies must make sure to follow-up with cloud providers with regards to security protocols and potential migration issues.

The Department of Defense (DoD) and the Norwegian Ministry of Defense (MoD) plan to extend their bilateral partnership in efforts to analyze solid fuel ramjet technologies.

The two entities seek to build and incorporate solid fuel ramjet capacities into high-speed prototype systems as part of the Tactical High-speed Offensive Ramjet for Extended Range program, DoD said Monday.

THOR-ER was established under the Allied Prototyping Initiative, an effort that aims to foster international research and development projects through the usage of new and existing frameworks.

“This continuation is an important next step in advancing high-speed propulsion technologies with our Norwegian partners,” said Michael Griffin, DoD undersecretary for research and engineering and a 2019 Wash100 Award winner.

The initiative will continue collaborative research efforts between Nammo, the Norwegian Defence Research Establishment and the Naval Air Warfare Center.

Oracle Secures FedRAMP High Authorization to Support Government Customers, Data; Tamara Greenspan Quoted

Oracle has announced that Oracle Cloud Infrastructure-Government Cloud has achieved FedRAMP High Authorization to support government customers and data, the company reported on Tuesday.

“Government customers rely on Oracle Cloud to run their most critical workloads. With FedRAMP High and Impact Level 5 authorizations, we are able to support the highest levels of security standards for unclassified workloads across local, state, and federal government, as well as the Department of Defense,” said Scott Twaddle, vice president, Regulated Markets, Oracle Cloud Infrastructure.

With the authorization, Oracle will enable state, local and federal government customers using Oracle to modernize technology and meet increasing productivity goals and standards. In addition to the company’s government customers, more than 1,000 public sector organizations globally have utilized Oracle’s advanced technologies.

The company has reached the highest level of FedRAMP Authorization and DISA Impact Level 5 provisional (IL5 PATO) authorizations. The authorization will enable Oracle Cloud to provide government customers with the advanced standards of security necessary to protect the federal government’s data.

Oracle’s Government Cloud is ideal for mission-critical workloads like financials and other back office applications, as well as newer workloads such as simulations, machine learning and cloud native applications.

Oracle’s U.S. Government Cloud regions will also offer Oracle Cloud services, including compute (CPU and GPU virtual machine and bare metal), storage (block, object, and archive storage, including new immutable object storage capabilities), database and exadata cloud services, FastConnect, identity and access management, key management service and load balancer.

In addition to the FedRAMP High and IL5 PATO authorizations, Oracle Cloud Infrastructure-Government Cloud has achieved a variety of certifications to advance security standards to its customers, including SOC, ISO, PCI, and HIPAA. The third-party assurance programs prove Oracle’s commitment to security of public sector customers.

Oracle’s Gen 2 Cloud was developed with a particular focus on addressing government cloud needs with capabilities including strong encryption, in-depth auditing and robust security controls and tools. Oracle Cloud Infrastructure-Government Cloud will provide customers with advanced technology, including machine learning-enabled applications, integrated security tools, automated analytics and Oracle Autonomous Database.

“In addition, with sponsorship from a U.S. government agency, Oracle is in the process of providing several classified Oracle Cloud Infrastructure regions to support the most sensitive workloads. This investment will soon bring the cost, performance, and security benefits of Oracle Cloud Infrastructure to the defense and intelligence communities for our customers’ workloads at all classification levels,” Twaddle added.

Prior to Oracle’s announcement of the company’s FedRAMP High authorization, Oracle’s cloud applications recently achieved FedRAMP Moderate Authorization in Feb. 2020.

“FedRAMP Authorization for Oracle Cloud Applications is a critical step in meeting the growing demands and compliance requirements of our public sector customers,” said Tamara Greenspan, group vice president of Oracle’s public sector division.

Oracle will also enhance its cloud services and applications through achieving best-in-class security, high-end scalability, strong performance and advanced integration capabilities.

“By achieving this authorization, we are able to help the Federal Government tap into our complete and innovative cloud applications suite to not just keep pace, but stay ahead of the evolving business and technology landscape,” added Greenspan.

In addition to the FedRAMP Authorization, Oracle Cloud Applications has also achieved Impact Level 4 Provisional Authorization from the Defense Information Systems Agency and the Department of Defense in November.

With IL4, Oracle can now offer its software as a service cloud suite to additional government agencies within the DoD community. Since the authorization was granted, the DoD has selected Oracle Human Capital Management Cloud to help transform its HR operations in support of 900K civilian employees.

CentralSquare Technologies will provide complimentary use of select software solutions to its more than 5,000 public safety customers across the nation in support of national emergency response around the COVID-19 pandemic, the company announced on Tuesday.

“It is a privilege to serve our customers who are on the frontlines battling a global pandemic,” said Dave Zolet, CEO of CentralSquare and 2020 Wash100 Award recipient. “Offering our relevant products on a complimentary basis is just one way we can help our first responders in this time of need.”

CentralSquare customers will provide the frontlines of responding to an unprecedented public health emergency. The company will offer complimentary access to key software applications to help reduce person-to-person interactions, enable agencies to share resources more easily and allow personnel to work from remote and offsite locations to responder customers.

The company’s software applications will continue to be offered on a complimentary basis through December 1, 2020. The offerings will include citizen reporting, utilizing CentralSquare P2C to enable the public to communicate directly with their law enforcement agencies and reduce face-to-face interactions.

CentralSquare will also supply field ops and freedom, which are mobile applications that enable personnel to work from remote and offsite locations, minimizing person-to-person exposure, and Digital Evidence Management System (DEMS).

DEMS and video camera data aggregation will provide officers, investigators and attorneys to use video from city or privately owned surveillance cameras to conduct investigations. Customers on any CentralSquare public safety software product will be offered online citizen reporting with no services or hosting fees.

Depending on the customer’s current software deployment, complimentary use of the mobile application covers license additions or entirely new implementations. DEMS and video camera data aggregation will be offered free of charge to customers who have qualifying systems.

In addition to these product offerings, CentralSquare will offer free training to help customers rapidly adapt their systems in lieu of COVID-19. An on-demand video library, including 911 call-taking training videos to help ramp up new team members, will be available for customers to help optimize their emergency response during the pandemic.

BWX Technologies (BWXT) has announced that the company’s TRISO nuclear fuel manufacturing restart activities will continue to progress ahead of schedule, BWXT reported on Tuesday.

“BWXT has been working expeditiously to complete our preparations to restart our TRISO line and produce TRISO fuel at scale,” said Joel Duling, president of BWXT Nuclear Operations Group, Inc. “I can’t say enough about how well our employees have performed to get us to this stage.”

BWXT has demonstrated the capability to form and sinter uranium oxycarbide (UCO) fuel kernels that serve as a precursor to the TRISO coating process. With the completion of the process, BWXT will focus on introducing two additional furnaces online to meet projected production demand before restart activities are complete.

In Dec. 2019, BWXT produced uranium solutions for TRISO fuel as the company progressed with its previously announced plans to restart its manufacturing line and increase capacity at its Lynchburg, Va. facility.

BWXT will restart its existing TRIstructural-ISOtropic (TRISO fuel) production capability and increase its capacity to position the company to meet emergent client interests in the Department of Defense (DoD) microreactors, space reactors and civil advanced reactors.

TRISO fuel can withstand extreme heat and has very low proliferation concerns and environmental risks. BWXT is the only U.S. company to manufacture irradiation-tested uranium oxycarbide TRISO fuel using production-scale equipment.

BWXT and the U.S. Department of Energy (DoE) have partnered in the development and qualification of TRISO-based fuel for more than 15 years, demonstrating and establishing the company’s commercial capability for TRISO fuel manufacturing.

“[Our Employees] have positioned us to finish our restart efforts later this year, even in the face of recent challenges across the globe. The effort and accomplishment is truly phenomenal,” added Duling.

Quantum Corp. has been named Integrated Media Technologies (IMT) Global Partner of the Year in media and entertainment for achieving the highest revenue in annual sales among all of Quantum’s channel partners in FY2020, the company announced on Tuesday.

“IMT is a trusted extension of Quantum’s sales force, and for the second year in a row they have achieved top sales figures by demonstrating a command of the unique challenges media and entertainment companies face when managing video data,” said Jamie Lerner, President and CEO, Quantum.

IMT has brought expertise in media asset management and workflow consulting, pre-sales and sales. The company has also provided Quantum certified professional services and managed services. IMT saw notable success selling Quantum’s F-Series NVMe servers for editing, rendering and processing video content and other large unstructured data sets.

Quantum announced the F-Series, a new line of NVMe storage arrays designed for performance, availability and reliability in April 2019. The software has utilized non-volatile memory express (NVMe) flash drives for ultra-fast reads and writes.

The solution has also supported parallel processing and is designed for studio editing, rendering, and other performance-intensive workloads utilizing large unstructured datasets. The F-Series NVMe servers have incorporated Remote Direct Memory Access (RDMA) networking technology, the F-Series provides direct access between workstations and the NVMe storage devices, delivering predictable, fast network performance.

The Federal Communications Commission on Monday approved Ligado’s application to use the L-band spectrum to field a low-power terrestrial network in support of 5G and internet-of-things services.

“I thank my colleagues for coming together on a bipartisan basis to support Ligado’s application,” FCC Chairman Ajit Pai said in a statement published Monday. “This vote is another step forward for American leadership in 5G and advanced wireless services.”

The FCC approval comes with several conditions, including a requirement for Ligado to reduce by 99.3 percent its proposed power levels of its base stations to 9.8 decibell watt, safeguard GPS and other adjacent band incumbents through base station location reporting and provide 23-megahertz guard band to separate from adjacent operations in the Radionavigation-Satellite Service allocation its terrestrial base station transmissions.

SpaceNews reported Defense Secretary and 2020 Wash100 Award recipient Mark Esper expressed opposition to the FCC approval. The Pentagon “continues to support domestic 5G options, but not at the risk of crippling our GPS networks. Nearly a dozen other federal agencies have joined us in opposing this proposal,” he said on Twitter.

James “Hondo” Geurts, assistant secretary for research, development and acquisition at the U.S. Navy and a 2020 Wash100 Award winner, said the service branch has used its supply chain management platforms to track where factory shutdown or delays could occur as a result of the coronavirus pandemic, FedScoop reported Monday.

Geurts said the use of such systems has helped the Navy identify areas where production could be increased to protect its supply lines during the COVID-19 pandemic.

“This impacts us in many different ways,” Geurts said during a virtual Sea-Air-Space event. “This data knowledge lets us make smart, adaptive decisions.”

The Navy uses the Enterprise Resource Planning system and other supply chain management platforms that have been moved to the cloud.
