Bill Gerstenmaier: NASA Plans to Move Exploration Mission-1 Launch to 2019An official with NASA has said the agency plans to push back the initial launch of the Space Launch System from November 2018 to a new target date in 2019 due to development issues with SLS and the Orion spacecraft, Space News reported Thursday.

Jeff Foust writes Bill Gerstenmaier, associate administrator for human exploration and operations at NASA, said in an April 12 letter to the Government Accountability Office that the space agency would propose a new launch readiness schedule for Exploration Mission-1 by Sept. 30.

Gerstenmaier added that NASA has begun to evaluate the EM-1 launch date in consideration of various activities such as the development of the Trump administration’s budget request for fiscal 2018 and the tornado in February that caused damage to the Michoud assembly facility in Louisiana, the report added.

GAO said in a report published Thursday that NASA should propose a feasible launch schedule for EM-1 amid technical challenges with the Orion crew vehicle, SLS and Exploration Ground Systems.

The congressional watchdog cited several challenges associated with the three programs that “may impact their remaining schedule reserve.”

Those challenges include delays in Orion’s European Service Module, postponement of welding work on the SLS program’s core stage and plans to subject the EGS program to hardware installation and testing, according to the GAO report.

FCC Proposes to End Regulation of Internet as Public UtilityThe Federal Communications Commission wants public comments on a plan to put an end to a regulatory framework that treats internet as a public utility and restore internet freedom through the reinstatement of market-based policies.

FCC said Thursday it plans to re-establish the classification of broadband internet access as an information service and scrap the internet conduct standard.

The agency also has proposed to oversee internet service providers’ privacy practices, reassess its enforcement regime to determine whether ex-ante regulatory involvement is needed and reinstate the classification of mobile broadband access as a private mobile service.

The commission also wants to lift the bright-line regulations in the agency’s Title II Order and carry out a cost-benefit analysis of keeping the internet conduct rule and classification of broadband internet as a telecommunications service, among other measures.

Responses to the notice of proposed rulemaking are due July 17, while feedback on submitted comments will be accepted through August 16.

FCC released the notice a week after FCC Chairman Ajit Pai met with executives of tech companies to seek feedback on his plan to overturn certain aspects of “net neutrality” rules.

FAA Unveils 200 Facility Maps for Commercial UAS OperatorsThe Federal Aviation Administration has released more than 200 facility maps that provide information on areas and altitudes near airports where operators can fly their unmanned aerial systems.

FAA said Thursday the facility maps are designed to help drone operators boost the quality of their Part 107 airspace authorization requests and help the agency simplify commercial drone authorization process.

The agency offered a preview into the maps on April 10 as part of efforts to help users align requests for small UAS operations with approved locations and altitudes.

Air traffic personnel will utilize the maps to manage Part 107 airspace authorization requests and FAA said it will add new maps every 56 days through the end of the year.

Requests for operations on altitudes that exceed the limits depicted on the maps will require additional safety analysis and coordination with FAA prior to the approval of such applications, the agency added.

CIA General Counsel Nominee Courtney Elwood Targets IC Contractor Workforce, Cyber Issues

Courtney Elwood, nominee for the CIA general counsel post, looks to address contractor and cyber-related issues facing the intelligence community after she is confirmed by the Senate, Federal News Radio reported Thursday.

Elwood told the Senate Select Committee on Intelligence that she plans to work with CIA Director Mike Pompeo and Director of National Intelligence Dan Coats to help restructure the intelligence community’s contractor workforce and mitigate cyber threats.

The committee voted to approve Elwood’s nomination on Wednesday, Heckman reported.

Elwood, a partner at law firm Kellogg, Hansen, Todd, Figel & Frederick, added she would consider reducing contractors that perform core government functions, the report stated.

If confirmed, Elwood said she would ask former CIA general counsel Caroline Krass for advice on cyber issues, Heckman wrote.

Report: Army to Conduct Flight Demo for Future Tactical UASThe U.S. Army plans to hold a flight demonstration of tactical unmanned aircraft systems that could replace the service branch’s Shadow and Gray Eagle UAS, Defense News reported Thursday.

Layne Merritt, a chief engineer at the Army’s Aviation and Missile Research, Development and Engineering Center, told the publication that the Army looks to procure the Future Tactical UAS using the development process applied by the Future Vertical Lift aircraft program, reported Defense News.

Merritt added the Army has established a team to facilitate the Next-Generation Tactical UAS Technology Demonstration program and the military branch allocated $2 million to fund studies in fiscal year 2017.

The second phase of the FTUAS program will occur in 2018 and involve a configuration trades assessment that will result to a performance specification for an air vehicle, Merritt noted.

The Army will choose UAS designs in 2019 and give selected companies 18 to 24 months to build a demonstrator before the flight program starts, the report stated.

The military branch aims to deploy FTUAS at around the same time as the first FVL variant starts operations, reports Defense News.

DHS S&T, Partners Develop New Support Tool for Impostor Detection TrainingThe Department of Homeland Security‘s science and technology directorate, Customs and Border Protection agency and the Federal Law Enforcement Training Center have created a new tool that will support impostor detection training efforts.

DHS said Thursday that the alliance has developed the Eye-dentify system, a new component for the ScreenADAPT visual search training platform, designed to help instructors detect an agent’s eye movements and determine a trainee’s eye patterns when conducting ID and face analysis tasks.

Michael Shekot, branch chief of the CBP Officer Basic Training group, said that eye-tracking technologies help boost visual search patterns previously unavailable using traditional methods.

He added that platforms such as the Eye-dentify systems helps offer feedback on trainee performance and mitigate the root causes of current training challenges.

CBP has used the Eye-dentify platform for new-hire training classes conducted at FLETC. DHS noted that the agency also plans to utilize the platform for other tasks such as pre-assault and suspicious behavior detection.

“We want to continue to engage even more stakeholders across the Homeland Security Enterprise and get the technology to our font-line agents and officers that will benefit the most from advanced, innovative and adaptive training,” said Darren Wilson, program manager at DHS S&T’s First Responders Group.

US Govt Officials Issue Joint Statement on North Korea DenuclearizationDefense Secretary James Mattis and three other U.S. government officials have informed lawmakers of President Donald Trump’s order to review the U.S. policy with regard to North Korea, DoD News reported Wednesday.

Mattis made the briefing with Secretary of State Rex Tillerson, Marine Corps Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, and Director of National Intelligence Dan Coats at the White House Wednesday.

Mattis, Tillerson and Coats on Wednesday also issued a joint statement about North Korea’s ballistic and nuclear missile tests and weapons programs and how such activities pose a threat to Northeast Asia, the U.S. and allies.

“We are engaging responsible members of the international community to increase pressure on [North Korea] in order to convince the regime to de-escalate and return to the path of dialogue,” they said in the statement.

The leaders added the U.S. government will continue to coordinate with Japan and South Korea to “preserve stability” and achieve “peaceful denuclearization of the Korean peninsula.”

The Senate voted 60-38 Thursday to confirm Alexander Acosta, former member of the National Labor Relations Board, as secretary of the Labor Department, The Hill reported Thursday.

Tim Devaney writes Acosta is expected to deal with the fiduciary rule, policy to raise the overtime threshold and other labor regulations proposed during the Obama administration.

Acosta previously held government positions that require Senate confirmation such as head of the Justice Department’s civil rights division and U.S. attorney in Florida.

He received Senate confirmation two months after President Donald Trump nominated him for the DOL post.

Acosta is current dean of the Florida International University’s law school and former chairman of the U.S. Century Bank in Florida.

VA Adds Veteran Health, Benefits Agencies as Exemptions in Federal Hiring FreezeThe Department of Veterans Affairs has unveiled additional exemptions to the moratorium on federal hiring efforts following a previous move to lift restrictions for some professional fields in January.

VA said Wednesday its latest guideline exempts medical and nonmedical positions, the Veterans Health Administration’s medical facilities and the Veterans Benefits Administration’s regional and field offices from the hiring freeze.

“VA is committed to serving veterans, but at the same time improving efficiency and reducing bureaucracy,” said Secretary David Shulkin.

The department noted it will implement a comprehensive review of candidates before hiring in order to streamline its corporate and administrative structure.

Its previous guideline removed limits against hiring contracting, construction and project management professionals amid construction projects and lease agreements at more than 20 medical and health centers, as well as healthcare professionals at outpatient clinics in efforts to ensure continuous delivery of health services to veterans.

DARPA to Fund 8 University Research Efforts Under Neuroplasticity Learning ProgramThe Defense Advanced Research Projects Agency will fund eight research projects at seven universities under a four-year program that aims to explore how stimulation of the human body’s peripheral nerves can help facilitate cognitive learning.

DARPA selected the research efforts a year after it launched the Targeted Neuroplasticity Training program that seeks to develop a technology platform designed to activate “synaptic plasticity” process linked to cognitive learning through peripheral nerve stimulation.

The agency said Wednesday Stephen Helms Tillery will lead a team of researchers at Arizona State University to study how trigeminal nerve stimulation activates synaptic plasticity in the brain’s visual and sensorimotor systems, while Xiaoqin Wang of the Johns Hopkins University will explore the effect of neuroplasticity on language learning through vagal nerve stimulation.

Other universities involved in the TNT program include:

  • University of Maryland
  • University of Wisconsin
  • University of Texas, Dallas
  • Wright State University

“The Defense Department operates in a complex, interconnected world in which human skills such as communication and analysis are vital, and the department has long pushed the frontiers of training to maximize those skills,” said Doug Weber, TNT program manager at DARPA.

“DARPA’s goal with TNT is to further enhance the most effective existing training methods so the men and women of our armed forces can operate at their full potential,” he added.

DARPA said it will support the Food and Drug Administration’s research effort through the TNT program and fund a workshop on the program’s ethical and social issues to be hosted by Arizona State University.
