GSA to Advance Ban on Vendors With Ties to Chinese Tech Firms Via Consolidated Schedule Refresh

The General Services Administration’s Federal Acquisition Service will include in the initial refresh of its consolidated Multiple Awards Schedule a contracting ban on companies with ties to Chinese technology firms ZTE and Huawei through the supply chain, FedScoop reported Tuesday.

The first refresh of the consolidated schedule is set for Jan. 15. Section 889(a)(1)(B) of the fiscal 2019 National Defense Authorization Act sets an Aug. 13 deadline for agencies to comply with the ban.

In August, GSA enforced the first interim rule under the NDAA that bars agencies from directly purchasing services or products with “substantial or essential” telecommunications components from firms linked to the Chinese government.

GSA, NASA and the Department of Defense published the second interim rule in December and will accept public comments through Feb. 11.

Companies that would not meet the deadline can seek a waiver that expires on Aug. 13, 2021. The waiver comes with a condition to produce a phase-out plan and supply chain layout.
