The Department of Homeland Security has developed two systems to address technical challenges associated with biometric identity verification, FedScoop reported Wednesday.

In documents posted this month, DHS said its Science and Technology Directorate and the Transportation Security Administration developed the Biometric Data Collection and Verification System, or BDCVS, and the Biometric Identity Disambiguation system, or BID, to close gaps in biometric verification, including slow data speeds, matching inaccuracies and identity conflicts from shared names or erroneous documentation.

What Is the Biometric Data Collection and Verification System?

BDCVS is a DHS tool that measures how well biometric data is captured, stored and retrieved, according to a DHS information sheet. It evaluates collection stations against benchmarks for speed, accuracy and traveler satisfaction, flagging areas that need improvement.

DHS’ Science and Technology Directorate has classified BDCVS as fully developed and is seeking a licensing partner.

What Is the Biometric Identity Disambiguation System?

BID is a tool designed to resolve identity checks complicated by shared biographic details or inconsistent documentation. It compares an individual’s biometric data and identification records against stored references and generates a similarity score indicating the level of manual review needed, according to FedScoop.

TSA and the Science and Technology Directorate developed BID for potential use at border checkpoints, transportation hubs, event venues and registration facilities. Like BDCVS, it is listed as fully developed and available for licensing.

How Is DHS Expanding Biometric Modernization Across Its Components?

The department’s push to refine biometric verification comes as its components pursue parallel efforts to expand and secure identity technology. U.S. Citizenship and Immigration Services has disclosed plans for a potential $100 million biometrics and identity IT support contract, while also proposing a rule that would expand its biometric data collection authority to cover U.S. citizens, nationals and lawful permanent residents regardless of age.

DHS has also cleared the Secret Service’s use of the Helix platform, which links video imagery, facial data and biometric templates to support identity verification. The agency has continued to evaluate emerging technologies aimed at combating identity fraud through remote identity validation demonstrations.
