Army Establishes New Project Management Offices for Cyber Warfare & Space Missions

The U.S. Army has announced the creation of the Project Manager Cyber Warfare and the Project Manager Space Superiority and Exploitation offices.

  • The Army has created PM Cyber Warfare and PM Space Superiority and Exploitation under CPE ISW
  • PM Cyber Warfare combines legacy cyber organizations to oversee acquisition, deployment and operation of Army cyberspace capabilities
  • PM Space Superiority and Exploitation will deliver space and sensing technologies that transform data into operational intelligence

The U.S. Army has established two new program offices, consolidating existing space and cyber organizations under the Capability Program Executive for Intelligence and Spectrum Warfare, or CPE ISW.

What Are the New Program Offices?

During separate Assumption of Charter ceremonies on July 31, Army officials formally established Project Manager Cyber Warfare, or PM CW, and Project Manager Space Superiority and Exploitation, or PM SSE. Deputy CPE ISW Laurence Mixon led the presentation of charters.

PM CW was established through the merger of the Program Manager for Defensive Cyber Operations with the Program Manager for Cyber and Space, with Col. David Bergmann as its first project manager. It is focused on cyber warfare and space operations under CPE ISW and will oversee the acquisition, deployment and operation of Army cyberspace capabilities.

The PM SSE, led by Col. Carter Deekens, is tasked with providing space and sensing capabilities that enable the Army to convert data from national, space and terrestrial sources into operational intelligence.

Why Did the Army Combine the Offices?

Mixon said the Army must operate a unified cyber portfolio, noting that offense and defense function as a continuous feedback loop that strengthens both efforts. Bergmann also said that balancing offensive and defensive cyberspace capabilities under a single office enhances operational visibility and gives the Army the flexibility to equip cyber forces amid a shifting threat landscape.

According to Deekens, the TENCAP and PdM TSS pairing creates an opportunity to accelerate the delivery of intelligence capabilities, enhancing soldiers’ decision-making against emerging threats in multiple domains. PM SSE also supports critical protection missions by providing intelligence support.
