Paul Christy


Paul Christy serves as chief technology officer for the U.S. Small Business Administration, a position in which he manages the infrastructure and technology operations for SBA’s 200+ U.S. locations. Christy leads SBA’s initiatives in data-center consolidation and service-oriented architecture, as well as collaborative computing.

Before his current position, Christy was deputy chief information officer at Department of Commerce’s International Trade Administration.

David Ferriero

David Ferriero


Ferriero is the 10th Archivest of the United States, where he oversees the National Archives and Records Administration, a position he has held since November 2009.  Prior to his current role, Ferriero had worked with the New York Public Libraries (NYPL) since 2004.   During his time as the Andrew W. Mellon Director of the NYPL, he developed and streamlined a service integrating 87 libraries and four research libraries.  Following a stint in the Navy during the Vietnam War, Ferriero worked at the humanities library at the Massachusetts Institute of Technology for 31 years, before moving on to a senior position at Duke University.  While at Duke, he oversaw the exapansion and renovation of the university’s library.  Ferriero holds English literature degrees from Northeastern University and a master’s degree the Simmons College of Library and Information Science in Boston.

Emily Fort

Fort is project lead for the Office of Management and Budgets MAX federal program, where she uses collaboration and IT to bolster the ability of 17,000 government employees to safely exchange information.  In the past, she worked for the National Science Foundation’s budget office, compiling analyses summarizing NSF’s performance and budget and financial data for NSF senior management, the National Science Board, and other advisory committees.

Norm Eisen

Eisen is Special Counsel to the President for Ethics and Government Reform, a position he has held since Barack Obama took office in January 2009.  Described as “Mr. No” by the Washington Post, the career D.C. attorney was first tasked with making Obama’s campaign promises concerning the role of lobbyist influence on the White House a reality.  He also administered various seminars to White House staff in regards to ethic guidelines and serves as an advisor to the staff on the topic.  Following his undergraduate studies at Brown University, he attended Harvard Law School where he met Obama.  A partner at the Zuckerman Spaeder law firm, Eisen also co-founded Citizens for Responsibility and Ethics in Washington (CREW).  Eisen was a major fundraiser for Obama during his campaign.

Charles Wisecarver

wisecarversealCharles Wisecarver is the Principal Deputy CIO for Operations and CTO for the U.S. Department of State. He began these roles in June of 2005. He is a member of the Senior Foreign Service and holds the rank of Minister Counselor. Prior to his current role, Wisecarver was Director of the State Messaging and Archive Retrieval Toolset Program Office, which is the Department’s IT priority.

Wisecarver has spent just about half of his career in overseas missions as an Information Management Specialist. For example, he worked in both Mexico and Ecuador in the management of the computer systems and telecommunications networks. Wisecarver also previously served as the Director of IRM’s Messaging Systems Office in the Department of State. Before working for the Department of State, Wisecarver worked at the Department of Defense as a computer programmer analyst. Additionally, he was a Peace Corps Volunteer in Niger.

Jacquelyn Patillo

jaqpatPatillo is the Deputy CIO of the U.S. Department of Transportation. She has been in this role since October of 2005.  Prior to this role, Patillo served as the CIO at the National Highway Traffic Safety Administration. Patillo’s entire career has been in public service.

Before working at the National Highway Traffic Safety Administration, Patillo was head of the infrastructure at the United States Mint. Patillo previously served as the CIO and Director of Data Systems Management for Alabama. Additionally, she was the CIO for the City of Anniston.

Patillo gradated from Jacksonville State University with a Bachelor of Science degree in Computer Information Systems. She later attended Auburn University where she earned a Master of Science degree in Public Administration.

Thomas Wiesner

Thomas Wiesner


Wiesner is the Acting CIO and Deputy CIO of the U.S. Department of Labor. He has held this position since August of 2003. During his time at the Department of Labor he has received numerous awards for his leadership and achievements. He has worked in the Executive Branch for over 32 years focusing on information technology.

Before his current position, Wiesner worked for TSA. He also worked for the Department of Treasury for a number of years and held various executive positions such as Director of Corporate Systems Management, Director of Wireless Programs, and Director of the Office of Security and Information Systems Security. During his time at the Department of Treasury, Wiesner was nominated by his colleagues to be the Chairman of the Interagency Management Council. Wiesner’s first position in the federal government was at the National Security Agency. He also served for the U.S. Secret Service for 21 years.

Sanjeev ‘Sonny’ Bhagowalia


In 2008, Bhagowalia became the chief information officer of the Department of the Interior, with the responsibility to provide leadership to the department and all its bureaus in areas of information resource management and IT.

As CIO, Bhagowalia manages the IT infrastructure, applications and information resources supporting the department’s different mission areas, including Fish, Wildlife and Parks, Indian Affairs, Land and Minerals Management, Water and Science, Policy, Financial and Business Management.

Bhagowalia’s responsibilities include all 12 core competency areas under the Clinger-Cohen Act of 1996, the E-Government Act of 2002, and all applicable laws, regulations and directives. Some of the core competency areas include acquisition, process improvement, and security and information assurance.

Prior to his current position, Bhagowalia served as CIO for Indian Affairs in the Department of the Interior. One of his accomplishments there includes being selected for the 2008 Secretary’s Gold Award for Exceptional Executive Service.

As a senior-level employee, Bhagowalia also worked in the FBI, where he assisted the CIO in overseeing a technology budget and managing eight of the 12 CIO core competency areas. His management team was the first-ever IT team in the FBI to receive the Director’s Award for Special Achievement in 2005

Before landing the job at the FBI, Bhagowalia worked for Boeing, where he created, designed and implemented technical and business solutions of medium-to-large size, scope and complexity for U.S. government clients. At Boeing, he received numerous awards, including the NASA Award of Merit, the NASA Silver Snoopy Award, the NASA Space Transportation System Mission Support Award, and the Boeing Technical Excellence Fellowship Program.

Bhagowalia earned his Bachelor of Science in Electrical Engineering from Louisiana State University. He also has a Master of Science in IRM from Syracuse University, and a Master of Science in Electrical Engineering from LSU.

Mike Milazzo

Mike Milazzo


Milazzo is the deputy chief information officer for IT operations at HUD. As such, Milazzo duties include the supervision of the department’s IT infrastructure-operations around the country.

In 1970, Milazzo began his career at HUD as a computer operator, and he has held assorted leadership positions in the Office of the Chief Information Officer.

More recently, Milazzo led several business-transformation initiatives that leveraged IT to improve services to the citizen, advance employee productivity and decrease costs. He was also responsible for directing HUD’s IT operations organization as HUD moved to a fully outsourced IT infrastructure-services model.

Priscilla Guthrie

Priscilla Guthrie


Guthrie is the CIO of the Office of the Director of National Intelligence. She has been in this position since May 2009.  Before this position, Guthrie was the Director of the Information Technology and Systems Division at the Institute for Defense Analyses.

Prior that that role, she served as the Deputy Assistant Secretary of Defense for the U.S. Department of Defense and her was her job to provide support to the deployed forces. Before working for the DOD, Guthrie worked at TRW Inc. for a number of years. During part of her time there she served as Vice President and her company aimed at providing IT solutions to a worldwide clientele.

Guthrie graduated from Pennsylvania State University with a degree in electrical engineering. She later earned a Master’s in Business Administration from Marymount College University. She was named an Alumni Fellow at Pennsylvania State in 2003, as well as a Distinguished Alumna in 2006.
