The Government Accountability Office has recommended that the Defense Department revise DoD’s guidance for congressional notification of major privately backed construction projects to clarify project types that need to be reported.GAO said in a report published Thursday DoD should also designate a lead organization to establish a department-wide policy for gifts of construction projects.
DoD, military departments and the Defense Commissary Agency established policies and procedures to notify Congress about commissary surcharge construction and non-appropriated fund construction project types, according to GAO.
However, the government watchdog found that DoD does not report all privately financed construction projects in accordance with the annual reporting process outlined in DoD Instruction 7700.18.
DoD also did not report all gifts of major construction projects and military departments’ policies and procedures for reports on gifts of major construction vary from one department to another, GAO added.
