White House Rescinds Obama-Era Contractor Nondisplacement Policy

The White House has rescinded an Obama administration policy that requires successor service contractors to offer jobs to their predecessors’ employees first prior to hiring others, Government Executive reported Friday.

President Donald Trump’s executive order puts an end to the implementation of all guidelines, rules and initiatives related to Obama’s “Nondisplacement of Qualified Workers Under Service Contracts” EO as part of efforts to “promote economy and efficiency in federal government procurement.”

“The Obama-era non-displacement EO has been on PSC’s list of problematic orders since it was issued and was among a list of EOs PSC provided to the Trump transition team,” Alan Chvotkin, executive vice president and counsel for the Professional Services Council, said in a statement published Friday. “We welcome the revocation of this executive order, as we have continued to see implementation challenges for our member companies.”
