SBA Releases Guidance to Fast-Track 8(a) Applicants in Defense-Critical Industries

The Small Business Administration has released updated guidance to fast-track 8(a) Business Development Program applications from small businesses in defense-critical industries, coinciding with new program rules taking effect.

What Does the New SBA Guidance Include?

The guidance advances the Smaller War Plants Commission‘s effort to strengthen the defense industrial base by directing SBA to fast-track review of 8(a) applications from small businesses in designated defense-critical industries. The agency is also reinstating the “potential for success” review requirement for prospective program participants, a statutory and regulatory standard requiring comprehensive evaluation of applicants’ financial and business documentation.

SBA Administrator Kelly Loeffler, a 2026 Wash100 awardee, said the agency is using the 8(a) program to build out the network of small manufacturers and suppliers that equip the military. 

“By fast-tracking defense-critical firms and enforcing the rigorous statutory standards of the 8(a) Program, the SBA will strengthen domestic supply chains, expand production capacity, and ensure that the world’s strongest military is backed by the world’s most resilient industrial base,” Loeffler stated.

The final rule took effect on Thursday, Sept. 10, temporarily returning pending individually owned 8(a) applications through the “Return to Business” system so applicants can update their financial records to align with the new standards. Applicants have 45 calendar days to resubmit their applications for review.

Which NAIC Codes Are Prioritized Under the Guidance?

Under the guidance, SBA will prioritize review and processing of 8(a) applications for small businesses operating under the following defense-critical North American Industry Classification System, or NAICS, codes:

  • NAICS 332992: Small Arms Ammunition Manufacturing
  • NAICS 332993: Ammunition (except Small Arms) Manufacturing
  • NAICS 336414: Guided Missile and Space Vehicle Manufacturing
  • NAICS 336413: Other Aircraft Parts and Auxiliary Equipment Manufacturing
  • NAICS 334511: Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing
  • NAICS 334419: Other Electronic Component Manufacturing
  • NAICS 331110: Iron and Steel Mills and Ferroalloy Manufacturing
  • NAICS 332710: Machine Shops
  • NAICS 332999: All Other Miscellaneous Fabricated Metal Product Manufacturing
  • NAICS 336611: Ship Building and Repairing

How Does the 8(a) Prioritization Push Build on SBA’s Recent Initiatives?

The new guidance follows SBA’s final rule ending the 8(a) program’s race-based eligibility presumption, and comes as the agency continues expanding small business opportunities across critical sectors, from teaming up with DOE to fund small energy businesses to signing an agreement with NASA to attract small business investments in space technologies. The agency has also moved to ease small business classification through sweeping size standard reforms, expanding eligibility for roughly 110,000 firms.
