The National Counterintelligence and Security Center introduced a new strategy that sets five strategic objectives to address foreign intelligence threats.

The 2020-2022 National Counterintelligence Strategy seeks to safeguard the country’s critical infrastructure from foreign intelligence entities; reduce threats to U.S. supply chains; counter the exploitation of the U.S. economy; defend U.S. democracy against foreign influence threats; and counter foreign intelligence technical and cyber operations, NCSC said Monday.

The center proposed the strategy to address the current trends, including the rise in the number of threat actors targeting the U.S. and use of advanced cyber tools, encryption, technical surveillance equipment and other intelligence capabilities by threat actors.

“Today’s strategy represents a paradigm shift in addressing foreign intelligence threats as a nation. While past counterintelligence strategies categorized the threat by our top foreign nation-state adversaries, this one focuses on five key areas where foreign intelligence entities are hitting us hardest and where we need to devote greater attention – critical infrastructure, key U.S. supply chains, the U.S. economy, American democratic institutions, and cyber and technical operations,” said NCSC Director William “Bill” Evanina.

The strategy also advances the use of a whole-of-society approach that involves the public, private sector and foreign allies.
