NGA Posts Synopsis for Draft HRM II Human Resources Support RFP

The National Geospatial-Intelligence Agency has posted a special notice announcing plans to issue a draft request for proposal for Human Resource Management II, a commercial contract covering NGA’s HR functions.

What Does the HRM II Synopsis Announce?

According to the notice posted on Thursday, the government is not yet requesting competitive proposals and will not accept industry questions at this time.

NGA reserved the right to cancel the solicitation without obligation to vendors. Once released, the draft RFP will guide industry preparation ahead of the formal solicitation.

What Contract Structure Is NGA Planning for HRM II?

HRM II will be a commercial effort under Federal Acquisition Regulation Part 12, with NGA planning to use Best Value Tradeoff procedures under Federal Acquisition Regulation Part 15 for full and open competition.

The combat support agency anticipates a performance-based contract combining firm-fixed-price and time-and-materials Contract Line-Item Numbers, or CLINs. Contract performance is expected to span a one-year base period with four 12-month option periods, extending the potential period of performance to five years.

The HRM II requirement covers human resource management support across NGA’s employee lifecycle, according to the synopsis. Listed functions include personnel data processing, talent acquisition and development support, strategic workforce planning, employee support services, performance records management, benefits processing and retirement tracking.

The scope reflects NGA’s broader effort to sustain HR and mission support operations as the agency separately manages large support services awards, including recent sole-source bridge contracts to sustain mission support services under its Mojave program.

How Can Contractors Access the Draft RFP and Respond?

Interested offerors must maintain an active System for Award Management registration under NAICS code 541612, Human Resources Consulting Services, with a $29 million size standard. The draft RFP, attachments and contractor bidder library will be posted exclusively on the Classified Acquisition Research Center rather than SAM.gov.

Questions about classified account access should go to Classified ARC Technical Support, while offerors can direct unclassified inquiries to contract specialist Adrianne Crutchfield or contracting officer Haydee Soto-Carreras.

NGA has continued to signal an active near-term procurement pipeline, having also flagged a $700 million data labeling contract for release to industry.
