Nicole Perry assumed leadership of the Department of the Navy’s Office of Small Business Programs, or OSBP, effective immediately, Acting Navy Secretary Hung Cao announced Friday. She takes over from Andrew Magliochetti, who is set to lead a new Navy initiative.

What Is Perry’s New Role at OSBP?
Perry will perform the duties of director and oversee the Navy’s small business acquisition initiatives. She will work to integrate small businesses into acquisition activities throughout the Navy and Marine Corps.
“Our Small Business Programs require steady, disciplined leadership focused entirely on execution, compliance, and warfighter support,” said Cao, a 2026 Wash100 Award recipient and Popular Vote winner. “Ms. Perry will build on the successes of Mr. Magliochetti, continuing the essential focus on accountability, operational integrity, and rigorous oversight that the department needs right now.”
Who Is Nicole Perry?
Perry is an Army veteran with 24 years of experience in the defense acquisition workforce. Before assuming the director role, she served as OSBP’s deputy director, where she managed small business acquisition initiatives and strategic programs. Her work also focused on the defense industrial base and supporting Navy and Marine Corps mission objectives.
She has held leadership positions in contracting and finance, with a focus on small business operations, according to the Navy.
How Does Perry’s Appointment Build on Earlier Small Business Efforts?
The leadership change comes as the Navy continues efforts to strengthen its small business programs. Magliochetti previously led the Navy’s small business programs while working on changes to its Small Business Innovation Research and Small Business Technology Transfer programs, including efforts to establish a center of excellence to centralize contract execution and move technologies from development toward operational use.
