Report: Service Chiefs Raise Concerns Over Full-Year Continuing Resolution at Senate HearingArmy Chief of Staff Gen. Mark Milley has said Congress should prevent a full-year continuing resolution by passing a budget and a $30 billion supplemental funding request for fiscal 2017, Federal News Radio reported Wednesday.

Scott Maucione writes Milley told members of the House Armed Services Committee in a recent hearing that the failure to approve a full-year budget is “constitutional professional malpractice” and warned of the “cumulative effect” of passing CRs for eight consecutive years.

“I don’t think we should accept [CRs] as the new normal,” he added.

Gen. Stephen Wilson, vice chief of staff of the U.S. Air Force, said the service branch would face a $1.3 billion deficit in its budget for flight operations, depot production and civilian employee recruitment should Congress pass a full-year CR.

Gen. Daniel Allyn, Army vice chief of staff, also testified about the potential impact of a yearlong CR on the service branch’s readiness efforts.

“We are going to run out of money in mid-July on the current spend rate and when that happens all the readiness gains that we’ve been building for 2 1/2 years are going to start that trip down the precipice,” Allyn said.
