GSA said Friday the final guidance is based on 90 responses from prospective contractors and existing schedule holders to its request for information, which closed in mid-January, and is intended for vendors that have accepted the MAS Consolidation Mass Mod.

The document contains detailed instructions and a checklist for each type of modification. These include administrative, additions, deletions, pricing, technical, cancelation and terms and conditions modifications.

Contractors should have digital certificates before submitting their modification requests through the GSA eMod system and come up with price proposal templates with a tab for all offerings and another one for items impacted by the modification.

The agency also listed some of the common reasons why a modification request is rejected, including incorrect discounts or pricing, duplicate items on spreadsheet and slow response to comments or requests of contracting officers or contracting specialists.
