The U.S. Army’s Combined Arms Command is developing VICTOR, an artificial intelligence-powered platform designed to connect soldiers with lessons learned, doctrine and institutional knowledge, DVIDS reported Wednesday.
The effort aims to address challenges caused by fragmented information systems that require soldiers to search across multiple repositories to find relevant guidance. VICTOR will use AI capabilities to provide synthesized answers and surface trusted resources through a single interface.
What Is the Army’s VICTOR Platform?
VICTOR is built as a mobile-first, AI-driven tool that synthesizes answers from the Army’s doctrine library and soldiers’ field experience rather than forcing users to search multiple repositories.
Leaders from the U.S. Army Combined Arms Command said that critical operational knowledge is often distributed across separate systems, making it difficult for soldiers to quickly locate relevant information when preparing for exercises, conducting operations or responding to emerging threats.
The platform will connect existing Army knowledge resources, including doctrine and lessons learned, while using artificial intelligence capabilities to surface the most relevant information for users.
“We’re getting away from soldiers having to comb through a haystack of links to websites and documents that may or may not even have the answers they need,” said Lt. Col. Jonathan Nielsen, the VICTOR lead at the Combined Arms Command.
How Will VICTOR Support Army Decision-Making?
VICTOR arrives amid a wider Army effort to modernize data infrastructure for AI readiness. In 2025, the Army ordered all commands to migrate business and readiness data to the Vantage platform, a move then-Army Chief Information Officer Leonel Garciga, a two-time Wash100 Award recipient, tied to strengthening decision-making and accelerating AI adoption across the service.
Combat leaders noted that the capability will function as a secure, personalized mission partner that transforms decades of accumulated Army knowledge into actionable information.
The effort aligns with the Army’s broader push toward AI-enabled command, control and decision-making capabilities. Through initiatives such as Next Generation Command and Control, the service has emphasized the importance of integrating data and artificial intelligence to improve battlefield awareness and accelerate decisions.
