Sen. Tom Carper Seeks Info on CISA-Census Bureau Data Security Collaboration

Sen. Tom Carper, D-Del., has asked the Cybersecurity and Infrastructure Security Agency and the Census Bureau to provide details of the joint efforts to secure personally identifiable information in line with the next decennial count.

Carper sent a letter to Christopher Krebs, director of CISA and 2019 Wash100 Award recipient, and Census Bureau Director Steven Dillingham on Wednesday asking if a third-party auditor has assessed the sufficiency of an encryption method designed for the 2020 Census.

The senator queried on the security tools for the survey and how the collected information will be stored and viewed. He also asked if there is an approach to determine and deter attempts of data manipulation. Additionally, Carper inquired if the Department of Homeland Security has followed the Government Accountability Office’s recommendations on risk management and vulnerability assessment. Krebs and Dillingham were told to answer the questions by Sept. 27.
